II. Public Management Block

In this four-day block, students are challenged to expand their leadership toolbox through modules that provide theoretical context and practical insights into various aspects of management. The goal is for participants to enhance their ability to organise and motivate teams, to communicate with a variety of stakeholders and to use quantitative and qualitative data to make sound decisions.

The second learning block is composed of five modules:

This module illustrates how new data sources (from administrative records to big data and machine learning) are transforming evidence-based policymaking. Through insightful case studies, participants explore both the opportunities and ethical challenges of applying data science in the public sector.

In this module, students begin by briefly exploring traditional negotiation methods before examining in depth a quantitative approach known as negotiation engineering. This method can be applied in a variety of contexts, and students are challenged to implement the methodology in a real-time simulation.

In this module, participants explore leadership and strategy, with a particular focus on the role of leadership in the public sector and public scenario planning. They will also develop a deeper understanding of human interpersonal behavior, especially in the workplace.

This module explores both the political and technical dimensions of public finance, from the budget cycle to harmonized accounting.

In this module, the role of the public sector is explored. This includes historical developments as well as political implications. The focus is on the autonomy and control of public sector organisations.
